In December 2018 Defra issued new guidance to local authorities in respect of the issue of licences in connection with businesses with animal activities.

This included all riding establishments that now receive a star grading if a licence is granted. The star grading covers many many more aspects than previous vetting based assessments. Apart from the vet inspection itself there are now matters such as horse knowledge, welfare, health and safety, feeding regimes, facilities, record keeping and much more. Far more exhaustive and a good thing !
